Arcadis, the global leader in sustainable design and consultancy, has been appointed to deliver a major decarbonisation project for Cardiff University’s Tower and Law School buildings, in the heart of central Cardiff. This project, supported by the Welsh Government’s Digarbon Programme, is a landmark step in advancing Cardiff University’s ambitious journey towards net zero carbon emissions by 2030.
As the multi-disciplinary lead, Arcadis will spearhead a comprehensive Fabric First retrofit of the 1930s Law School and iconic 1960s Tower building within the Civic Centre conservation area. The project will focus on upgrading the building envelopes, including new high-performance glazing and roof systems, to dramatically improve energy efficiency, reduce gas consumption and carbon emissions, and create a more comfortable environment for staff, students, and visitors.
Arcadis’ appointment was secured through its position on the South East Wales Technical and Professional Services framework, and is a continuation of the strong partnership with Cardiff University that began in 2010 with the design of the Hadyn Ellis Building and more recently the delivery of the renewed Centre for Student Life.

The phased works, scheduled for completion in 2028 will include the University’s community services including the Law School’s Pro Bono clinic and the School of Psychology’s specialist research laboratories. Arcadis will work closely with school management to minimise disruption to teaching, research, and community services.
The Digarbon programme is the largest “whole-building” retrofit scheme in Wales’ focused on the tertiary education sector, and as the flagship institution in Wales, this project with Cardiff University reaffirms Arcadis’ commitment to delivering sustainable transformation for educational estates across the UK.
