Arcadis joins TfL PSF3 to support complex transport delivery

Arcadis, the world’s leading company delivering data-driven sustainable design, engineering and consultancy solutions for natural and built assets, has been appointed to Transport for London’s (TfL) Professional Services Framework 3 (PSF3), further strengthening its long-standing relationship with one of the UK’s most high-profile and complex infrastructure organisations.

Under the framework, Arcadis has been appointed to four lots:

  • A3 – Risk & Opportunity Management
  • A4 – Project & Programme Assurance
  • A5 – Planning and Scheduling
  • B2 – Procurement

Through these appointments, Arcadis will provide specialist services that help TfL plan, govern and deliver complex transport programmes effectively. Arcadis is one of multiple appointed suppliers across each of these lots.

PSF3 is a multi-million-pound framework intended to replace TfL’s existing Professional Services Framework and support all directorates across TfL in a range of disciplines, including Project & Programme Management and Commercial Services. The framework will run for an initial three-year term from 20 April 2026, with an option to extend for a further year.

The appointment reflects Arcadis’ strong track record in transport infrastructure and programme delivery, both in the UK and internationally. By combining commercial, programme and risk expertise, Arcadis will support TfL in making informed decisions, improving delivery confidence and creating long-term value for customers, communities and the wider London transport network.

Arcadis has provided project and programme management and commercial management services across TfL’s directorates, supporting renewals and enhancements, major capital delivery, commercial management, programme assurance, planning, scheduling, estimating and procurement activity. This includes work across rail, stations, depots, highways, property and asset-led programmes, helping TfL improve delivery confidence, manage complex stakeholder interfaces and make informed investment decisions.

Arcadis’ experience with TfL spans strategically important programmes including the Step-Free Access programme, Elephant and Castle Station Capacity Upgrade, Piccadilly Line Upgrade, Northern Line Extension and Beckton Maintenance Facility Building, alongside wider renewals and enhancement activity across the TfL estate. This track record reflects Arcadis’ long-standing role as a trusted advisor to TfL, combining practical programme delivery, commercial discipline and multi-disciplinary expertise to support outcomes for customers, communities and London’s wider transport network.
