Arcadis Reaffirms Support for The Chief Executive’s 2025 Policy Address: Driving Sustainable Development and Innovation in Hong Kong

Hong Kong, 17 September 2025 – Arcadis, a global leader in sustainable design, engineering, and consultancy solutions, proudly expresses its strong support for the HKSAR Government’s 2025 Policy Address, delivered by the Chief Executive this morning under the theme “Deepening Reforms for Our People, Leveraging Our Strengths for a Brighter Future.”

Arcadis welcomes the Government’s unflinching vision to accelerate land and housing development, drive industry transformation, and embrace green, digital, and cost-effective solutions—priorities that align closely with Arcadis’ commitment to shaping cities and communities for the next generation. 

Supporting Ambitious Government Initiatives 

The 2025 Policy Address outlines several forward-looking initiatives that resonate with Arcadis’ core values and expertise: 

  • Accelerating the Northern Metropolis: Establishing the Committee on Development of the Northern Metropolis and introducing streamlined statutory procedures will unlock and accelerate new opportunities for innovation in construction and land development. 
  • Industry Development and Reform: Preferential policy packages and new legislation will attract cutting-edge industries, including AI, data science, new energy, and life and health technology, reinforcing Hong Kong’s position as a regional hub. 
  • Increasing Public Housing Supply: The Government aims to deliver 189,000 public housing units—including 30,000 Light Public Housing (LPH) units—within the next five years, an 80% increase over previous levels. These efforts are reducing waiting times for subsidised rental housing and improving living conditions for subdivided unit (SDU) households. 
  • Reducing Construction Costs: Measures such as streamlined approvals, AI-driven cost management platforms, central procurement of key materials (including reinforcement and MiC modules), and updated building standards are set to enhance efficiency and reduce costs across public projects. 
  • Enhancing Occupational Safety and Health: Fatal construction accidents dropped 30% in 2024, thanks to stronger enforcement, education, and innovative technologies like AI and drones. Ongoing collaboration with the Building Technology Research Institute continues to advance safety standards.
