Arcadis supported CTDOT program was recognized for advancing roadway safety and operational efficiency
Arcadis, a global leader in intelligence-driven sustainable design, engineering, and consultancy solutions for natural and built assets, partnered with the Connecticut Department of Transportation (CTDOT) to assist with systems engineering and operational support of a Wrong-Way Driving Detection System (WWDDS). The project received the Emerging Trends & Technologies Award and was also named the Overall Winner of the 2026 Transportation Systems Management and Operation (TSMO) Awards by the National Operations Center of Excellence.
In response to a tragic rise in wrong-way driving fatalities, CTDOT launched WWDDS to address one of the most critical safety challenges on Connecticut roadways. With a significant majority of wrong-way fatalities occurring at night and most linked to impaired driving, the state moved quickly to implement a comprehensive solution combining static roadway treatments with technology-based detection and warning systems. Since its deployment on access ramps statewide, WWDDS has reduced wrong-way crashes by over 61% in just two years. Arcadis supported CTDOT through the development of systems engineering documentation to help define the concept of operations, requirements, and verification approaches for the program.
A key element of CTDOT’s approach has been robust data collection and performance monitoring. Arcadis recognized the value of a centralized performance management platform, integrating eight statewide operational datasets. This platform has enhanced program evaluation, reducing analysis time from hours to seconds, and providing deep insights into system performance, self-correction rates, and opportunities for continuous improvement.
Now operational at more than 200 ramps across Connecticut, WWDDS uses a tiered detection model with advanced sensors and LED-enhanced signage to alert drivers immediately when they enter a ramp in the wrong direction. Over 80% of drivers detected self-correct at the first point of warning; if necessary, the system automatically notifies CTDOT to support rapid incident response. Arcadis also recognized the opportunity to showcase this work and share CTDOT’s success with a broader audience nationwide. The team has been invited to present on the program at industry and agency forums, including ATSSA, ITE, CTDOT’s statewide leadership meetings, and upcoming events such as the MAG ITS conference in Phoenix.
Jonathan Koopmann, ITS Mobility Service Market Leader for Arcadis, said: “The partnership between CTDOT and Arcadis has been instrumental in delivering meaningful safety improvements across Connecticut’s roadways. By combining CTDOT’s strong leadership with Arcadis’ technical expertise and ongoing operational support, we have enabled rapid innovation and sustained performance for the Wrong-Way Driving Detection System. Together, we continue to advance transportation safety and drive positive outcomes for communities statewide.”
