Arcadis JV to Lead Highway, Utilities, and Traffic Engineering Design for QEW Garden City Skyway Bridge Twinning Project

June 16, 2025 – The Government of Ontario is moving ahead with the Development Phase of the QEW Garden City Skyway Bridge Twinning Project, an important step in preparing Niagara Region for future growth and ensuring the efficient movement of people and goods.

The Garden City Skyway is a critical transportation corridor connecting St. Catharines and Niagara-on-the-Lake. As the region continues to grow, the need for additional capacity and modernized infrastructure is vital. Once complete, the 2.2-kilometre twin bridge will provide the necessary capacity to support expected population growth, enhance travel reliability, and facilitate the refurbishment of the existing bridge—ultimately helping the province fight gridlock, create jobs, and position the region for a prosperous future.

Skyway Bridging Partners, comprised of Green Infrastructure Partners Inc., Flatiron Dragados Canada Inc., and Construction Demathieu & Bard Inc., supported by their design partners, Arcadis and GHD Ltd., has been selected as the Development Phase partner to advance planning and design work for the project. The consortium will work closely with the Ontario Ministry of Transportation, Infrastructure Ontario, and local stakeholders to deliver this transformative infrastructure.

The QEW Garden City Skyway Bridge Twinning Project represents an opportunity to deliver long-term value through resilient infrastructure that supports economic growth, regional connectivity, and future mobility. As a trusted design partner of Skyway Bridging Partners consortium, we look forward to supporting the delivery of a future-ready transportation corridor in Canada’s most populous province,” said Alan Brookes, CEO, Arcadis.

Skyway Bridging Partners looks forward to working with all project stakeholders to ensure the successful delivery of this vital infrastructure, which will bring long-term benefits to the Province of Ontario. The project reflects our commitment to collaboration, innovation, and quality,” said Eduardo Galnares, the Development Company Representative for Skyway Bridging Partners.

The QEW Garden City Skyway Bridge Twinning Project is a key component of Ontario’s plan Connecting the GGH: A Transportation Plan for the Greater Golden Horseshoe. It will improve travel options, reduce congestion, and spur investment across the region, which will support growth in the province’s auto manufacturing and other industries.
